    In this section, I want to bring the focus to the human dimension of short-term operational planning vs. the same human dimension to long-term operational planning. First is that while different levels of the organizations would be involved in this, as in long-term operational planning would be done by the Senior level leaders, and the operational planning would be done by the mid level leaders, but there needs to be a proper hand-off between the two groups, both in the bottoms-up data collection, as well as the top-down deployment of goals and actions. The Hoshin Kanri or Goal deployment approach gives a very good frame-work for implementing this approach using the X-Y matrix frame-work. And in operational planning we also need to monitor
